Blood Bank

RRSH is the ONLY public health Blood Bank in Amravati — 9 years since State Blood Council approval (07.12.2016). GR 29.08.2025 sanctions ₹2.71 Cr for 14 items. Net CSR ask: ~₹2.16 Cr for remaining equipment.

Current State

RRSH Blood Bank is the ONLY public health blood bank in Amravati — the District Hospital blood bank merged into Government Medical College. Serving surgical, trauma, and transfusion needs across five districts of Vidarbha. State Blood Council approved expansion on 07.12.2016 — 9 years elapsed, equipment gap remains. DPR_BloodBank (MS Letter जाक्र/विमसेरुअम/रक्तपेढी/उपकरणे/मागणी/८२७/२५-२६, filed 23/01/2026): 66-item full proposal (₹5.17 Cr) and 50-item revised proposal (₹4.87 Cr). GR प्रशामा-1225/प्र.क्र.139/आरोग्य-8 (29.08.2025) sanctions ₹2.71 Cr for 14 items. Net CSR ask: ~₹2.16 Cr for remaining 52 items not covered by the GR. Blood Bank is critical infrastructure for CVTS activation, BMT, and oncosurgery — all planned at RRSH.

Track Record

ONLY public health Blood Bank in Amravati (District Hospital merged into Medical College). State Blood Council approved expansion in 2016. GR 29.08.2025 confirms Maharashtra government commitment. Critical infrastructure for CVTS and BMT activation — both planned at RRSH and directly dependent on reliable blood component supply.

Blood Bank Equipment — 50-Item Revised Proposal (Post-GR Gap)

DPR_BloodBank (MS Letter जाक्र/विमसेरुअम/रक्तपेढी/उपकरणे/मागणी/८२७/२५-२६, 23/01/2026) comprises a 50-item revised proposal (₹4.87 Cr) and 66-item full proposal (₹5.17 Cr). GR प्रशामा-1225/प्र.क्र.139/आरोग्य-8 (29.08.2025) sanctions 14 items = ₹2.71 Cr. Net CSR ask: ~₹2.16 Cr for remaining items not covered by GR. Key unfunded items include: Apheresis machine ₹65L (platelet and plasma collection for cancer and trauma patients), Refrigerated Centrifuge ₹48L (mandatory for blood component preparation), ELISA Reader ₹35.8L (mandatory for NAT/ELISA transfusion safety testing), HbA1c Analyser ₹31L (donor screening).

Current Gap

RRSH Blood Bank is the sole public blood bank for five districts. Critical gaps: no Apheresis — platelet donation for leukaemia and chemotherapy patients unavailable in public sector; no Refrigerated Centrifuge — component preparation compromised; ELISA Reader absence limits mandatory transfusion safety screening. Blood Bank inadequacy directly constrains CVTS (planned open-heart surgery) and BMT (planned bone marrow transplant) activation at RRSH.

If Funded — Impact

Complete blood bank equipment closes the only public-sector blood component preparation gap in Amravati division. Enables safe platelet transfusion for all oncology patients. Directly unlocks CVTS and BMT programme activation — both requiring reliable blood component supply. Critical for trauma management across five districts.

Schedule VII Eligibility

Blood bank equipment and component preparation infrastructure at government hospitals qualifies under Schedule VII, Item (i): preventive healthcare and eradicating malnutrition. The ~₹2.16 Cr CSR ask is the smallest capital project in the RRSH portfolio — with immediate, measurable impact on transfusion safety for all five districts. The GR provides government validation; CSR fills the sanctioned-but-unfunded gap.
